Head of the Russian Ministry of Emergency Situations Alexander Kurenkov and colleagues from Vietnam discuss prospects for cooperation

On November 9, the Head of the Russian Ministry of Emergency Situations Alexander Kurenkov holds a series of negotiations with the Minister of Public Security To Lam, the Minister of National Defense Phan Van Giang and the Prime Minister of Vietnam Pham Minh Tin in the Socialist Republic of Vietnam.

Alexander Kurenkov began his two-day working trip to Hanoi on cooperation in the field of combating disasters by laying flowers at the mausoleum on Badinh Square.

The issues of the meetings between the heads of the Russian rescue department and the ministries of Vietnam were determined by the significantly increasing scale and danger of disasters. Currently, the world community is increasingly faced with serious risks of natural and man-made disasters. Destructive earthquakes, floods, natural fires and other threats have the most negative impact on the livelihoods of the population. Man-made disasters also negatively affect the social and economic development of states.

“This requires coordinated and well-coordinated work and close interaction from the rescue services of our countries,” noted Alexander Kurenkov.

The parties discussed a number of prospects for mutually beneficial partnership.

First of all, the importance of exchanging educational practices and cooperation in training was noted. Alexander Kurenkov proposed to expand the geography of interaction in the educational sphere. In particular, the head of the Russian Ministry of Emergency Situations invited a delegation from the Ministry of Public Security and the Hanoi Institute of Fire Safety to the St. Petersburg University of the State Fire Service of the Russian Ministry of Emergency Situations. Vietnamese colleagues will be able to get acquainted with the material and technical base and organization of the educational process at the university of the Russian Ministry of Emergency Situations. The delegation from Vietnam plans to implement this opportunity next year.

“Given the interest of the Vietnamese economy in developing transportation along the Northern Sea Route, I consider it very useful to establish cooperation between the university and relevant colleagues from the Ministry of Public Security, including the Hanoi Institute of Fire Safety. This will open up new opportunities for the exchange of experience,” noted Alexander Kurenkov.

Vietnamese Minister of Public Security To Lam proposed holding joint fire safety exercises with the Russian Ministry of Emergency Situations.

“I propose holding joint exercises between Vietnam and Russia,” he said during a meeting with the Head of the Russian Ministry of Emergency Situations, Alexander Kurenkov.

The Vietnamese side proposed to focus on the exchange of delegations at all levels and make this work more intensive. “We are very interested in your national crisis management center and will be happy to visit it,” said the Minister of Public Security of Vietnam.

Also he proposed creating a research group on regulatory documentation in the field of fire safety.

The head of the Russian Ministry of Emergency Situations named the development of helicopter units as another promising vector of cooperation. Currently in Vietnam they are being created on the basis of the Ministry of Public Security. As part of the exchange of experience, the head of the Russian department invited foreign colleagues to the Krasnoyarsk Integrated Aviation Rescue Center of the Russian Ministry of Emergency Situations. “A visit to the center will allow you to obtain on-site information about the specifics of operating helicopters to solve search and rescue, transport, and firefighting tasks. Russian specialists will also advise on training of technical and flight crews,” said Alexander Kurenkov.

In addition, Vietnamese colleagues will consider the possibility of joining the International Sports Federation of Firefighters and Rescuers.

“Fire-rescue sport today unites more than 30 countries on the platform of the International Sports Federation of Firefighters and Rescuers. The next world championship will be held in China in 2024,” said the head of the Russian Ministry of Emergency Situations.

Also, the Vietnamese side was invited to participate in the First International Firefighter Skills Competition. They will take place next year on the sidelines of the International Salon “Integrated Security”.

“We assess interaction with the Vietnamese side as promising and long-term, meeting the strategic interests of our countries. We are always ready to assist our Vietnamese colleagues and share their experience,” noted the head of the Russian Ministry of Emergency Situations.

The Prime Minister of Vietnam confirmed his readiness to continue and develop interdepartmental cooperation. “We are interested in exchanging data, statistics and methods for processing data and forecasting emergency situations. This can be achieved through closer work with the National Crisis Management Center,” said the Prime Minister of Vietnam.

The agreements reached will give new impetus to the consistent development of the rescue services of the states, including the exchange of useful practices and cooperation in the educational field.

Alexander Kurenkov also got acquainted with the Hanoi fire department and the production of fire and rescue equipment.
