The Russian Ministry of Emergency Situations has identified prospects for cooperation with Nicaragua, Bolivia and Venezuela

Working meetings of the Russian Emergency Situations Ministry delegation with representatives of Nicaragua and Bolivia took place in the capital of Nicaragua, Managua. Negotiations took place with the leadership of the Civil Defense Headquarters of Nicaragua, the National Emergency Prevention and Management System of Nicaragua, the Nicaraguan Army, as well as official representatives of Bolivia.
Led by Deputy Head of the Ministry of Emergency Situations of Russia Valentina Antropova, the Russian side got acquainted with the activities and material and technical base of the Center of the Ministry of Internal Affairs of Russia in Managua. Some issues were discussed with the Nicaraguan side, including the possibility of training specialists from Latin America and the Caribbean in the profile of the Russian Ministry of Emergency Situations. Attention is paid to the prospects for further provision of humanitarian assistance to Nicaragua by Russia in strengthening the national emergency response service.
The international activities of the Russian department are exclusively humanitarian in nature. Interaction with all services is based on the priorities of saving human lives and providing assistance to those caught in trouble.
Thus, Bolivian colleagues are interested in the experience of the Russian Ministry of Emergency Situations in terms of the work of humanitarian response centers in a number of countries. Bolivia is considering the possibility of creating a similar facility. This will allow the state to participate in regular information exchange of data from space monitoring and remote sensing of the earth, and therefore prevent the occurrence and minimize the consequences of emergency situations that have already occurred. Taking into account the busy schedule of negotiations, letters from the Russian Ministry of Emergency Situations were sent to the Venezuelan side with proposals for further cooperation.
Russian-Venezuelan specialized cooperation has great development potential. Our countries already have experience in providing emergency humanitarian assistance to overcome the consequences of disasters and disasters. The Russian Ministry of Emergency Situations is ready to organize training for Venezuelan fire and rescue specialists at departmental universities. This could strengthen the emergency response capacity of Venezuela's national rescue service.
The Russian Ministry of Emergency Situations traditionally attaches great importance to the development of multilateral cooperation on the platform of the International Civil Defense Organization. Currently, ICDO unites 60 countries in Asia, Africa and the Middle East. This makes it possible to consolidate the efforts of civil defense services when responding to natural and man-made emergencies. Russia is not only a strategic partner, but also a key donor to ICDO. This made it possible to increase the overall level of equipment and training of rescue services of ICDO member states, helping to increase disaster resilience and life safety of the population. Following the results of the 56th meeting of the Executive Council of the Russian Emergency Situations Ministry organization held in October 2023, he was unanimously elected chairman. Considering the friendly nature of Russia’s relations with Venezuela and Bolivia, foreign colleagues will consider the possibility of acquiring observer or member status of the ICDO in the near future.
All participants in international negotiations expressed their readiness for an active and fruitful partnership in the field of reducing the risks of natural and man-made disasters. Also, foreign colleagues will consider the opportunity to visit the International Salon “Integrated Security – 2024”. Every time a large-scale event becomes a good platform for exchanging experiences and getting acquainted with the latest achievements in fire and rescue business.
